Artist Brad Foster has asked a bunch of fan artists to contribute to his "LOCS" project.  LOCs are "letters of comment" to fanzines. In this context, Brad thought he'd play with the abbreviation and make up other things that LOCs could stand for. 
For example:

Landlubbers Overboard Convulse Sailors; Lately Oswald Craves Sequins; Lawyer Outbids Cybernetic Satan; Lieutenant Omnipotent Consolidates Sarcophagus; Lonesome Outcasts Congregate Silently.
